Noblis has appointed William Streilein, a technology industry veteran, as chief technology officer.
The nonprofit science and technology organization said Wednesday Streilein succeeds Chris Barnett, who recently took on the role of chief experience officer at Noblis.
“Welcoming Dr. Streilein as our CTO delivers enhanced technical leadership needed to scale existing and new capabilities for our customer missions,” said Mile Corrigan, president and CEO of Noblis.
“Noblis stands on a robust technical foundation with a strong legacy of innovation and Dr. Streilein’s renowned expertise in cognitive and neural systems, artificial intelligence and laboratory management expertise will enhance our dynamic teams in delivering significant value for our customers and the public good,” added Corrigan, a three-time Wash100 awardee.
Overseeing Noblis’ Technology & Innovation Programs
As CTO, Streilein manages Noblis’ technology, patent portfolio, laboratories and innovation programs. He oversees the organization’s research centers and centers of excellence as well as the Noblis Sponsored Research portfolio consisting of multidomain research across artificial intelligence, cybersecurity, modeling and simulation, autonomous systems and digital transformation, among other areas.

Who Is William Streilein?
Streilein has over three decades of technology, advanced research and national security experience with expertise in AI, biotechnology and cybersecurity.
Prior to Noblis, he served as principal staff within the biotechnology and human systems division at MIT Lincoln Laboratory. In this capacity, he provided strategic guidance on AI adoption for defense-related research, development and operations.
In 2024, he rejoined MIT Lincoln Labs after serving as the first CTO for the Department of Defense’s Chief Digital and AI Office, where he played a key role in shaping DOD’s approach to data, AI and analytics.
The Austin College mathematics graduate has a master’s degree in electronic and computer music from the University of Miami and a doctorate in cognitive and neural systems from Boston University.
