TOTE Services Secures $311M Navy Contract for MDA Ship Support

The U.S. Navy’s Military Sealift Command, Norfolk, Virginia, has tapped TOTE Services to support the operations and maintenance of a Navy vessel equipped with a Sea-Based X-Band Radar, or SBX-1, under a firm-fixed-price contract with a potential value of $311.4 million. 

The Missile Defense Agency operates the vessel as a contingency element of the ground-based mid-course defense platform of the U.S. Strategic Command’s ballistic missile defense system, the Department of Defense said Friday.

TOTE Services’ Navy contract award provides a one-year base period, with four one-year extension options plus a six-month option. The Jacksonville, Florida-based company will work on the contract in worldwide locations starting Oct. 1, with expected completion on March 2031, if all options are exercised. 

Navy Contract Covers USNS Earl Warren

TOTE Services secured the contract via a SAM.gov competitive solicitation issued in February, with one offer received on support services for the USNS Earl Warren vessel. The company earlier booked in August 2018 a potential 5.5-year, $65.3 million contract also on similar operations and maintenance support on an SBX-1 radar-equipped, semi-submersible vessel. The ship’s X-band frequency radar, jointly produced by Raytheon and Boeing, is designed to detect adversarial activities within a maximum range of 2,500 miles. 

In early August, the Department of Transportation’s Maritime Administration also selected TOTE Services as one of the seven contractors that will manage its fleet of 51 Ready Reserve Force ships, under 20 contracts worth a total of $6.2 billion.
