The State Department has announced its intent to launch a full and open competition for a potential 10-year, $2.5 billion single-award contract to field, maintain, enhance, operate and support the Integrated Logistics Management System.
ILMS is a supply chain management system that supports the department’s procurement, requisition, warehousing, tracking and transportation of goods and services, management and processing of federal assistance, asset and fleet management and diplomatic pouch and mail service, according to a draft request for proposals posted Monday.
The indefinite-delivery/indefinite-quantity contract will have a one-year base period and nine option years.
The State Department plans to select a contractor with capabilities in the areas of global logistics and supply chain management, global systems integration and global change management. The agency outlined five capability areas that the vendor should provide support under the IDIQ contract: program management and support; agile product management; data management and analytics operations; technology management; and customer support and services.
The department will accept questions on the draft RFP through July 20 and plans to post a virtual presolicitation event on Aug. 2. A final solicitation for the ILMS procurement effort is expected to be released in September.
