The Department of War’s Chief Digital and Artificial Intelligence Office has increased the ceiling value of its production other transaction authority agreement with Scale AI from $100 million to $500 million.

Scale AI said Wednesday the fivefold increase follows increased demand for the enterprise production OTA agreement, which CDAO originally awarded in September.
How Does the CDAO Production OTA Facilitate Procurement?
Scale AI said the CDAO production OTA is designed to simplify the acquisition process for its portfolio of AI products, services and capabilities by enabling DOW components to fund and launch AI-related projects through a centralized contracting mechanism instead of pursuing a separate competitive procurement process.
According to the company, the agreement includes negotiated pricing terms and partial CDAO funding support intended to reduce costs for participating organizations.
The company noted that the expanded agreement supports DOW’s AI Strategy by establishing an agile pipeline for deploying AI models at the tactical edge and creating a data foundation.
What Are the Scale AI Capabilities Available Under the Agreement?
Scale AI said the agreement provides DOW components with access to several AI and data capabilities, including:
- Scale Data Engine — a machine learning operations platform designed to support the development, testing and deployment of computer vision models using AI-ready data.
- Scale GenAI Platform — a platform that enables government users to test and deploy generative AI models on classified networks.
- Scale Donovan — a generative AI decision-support platform intended to help defense and intelligence operators analyze unstructured data and generate operational insights.
- Engineering Capability Development Sprints — deliverable-based software and data efforts tailored to mission requirements.
The company noted that such capabilities are available across the Non-classified Internet Protocol Router, Secret Internet Protocol Router and Joint Worldwide Intelligence Communications System networks.
