The Office of Personnel Management has awarded Oracle a potential 10-year, $395.8 million contract to provide a cloud-based human capital management, or HCM, platform designed to meet federal operational and regulatory requirements.

How Will the Core HCM Platform Support Federal Agencies?

OPM said Wednesday the Federal Human Resources IT Modernization contract calls for Oracle to deliver a single Core HCM platform designed to support end-to-end HR lifecycle management across the government.

According to the award notice, the platform will support core HR and personnel action processing; payroll and benefits integration; time and attendance tracking; talent acquisition and performance management; and compliance with federal workforce requirements.

The agency said the platform will be interoperable with existing federal IT systems and comply with applicable standards, including the Federal Information Security Modernization Act and Federal Risk and Authorization Management Program requirements. The platform will also include multitenant capabilities and role-based workflows and the ability to absorb diverse agency systems.

The Core HCM platform will serve as the foundation of OPM’s Federal HR 2.0 initiative and support approximately 2 million executive branch civilian employees.

OPM said the software-as-a-service platform will provide secure, cloud-based HR capabilities across agencies while helping enhance data quality, streamline HR operations and improve workforce planning.

The effort includes core implementation, agency transition activities, and licensing and sustainment support. OPM expects the core implementation phase to conclude in the fall of 2026.

How Did OPM Advance the HR Modernization Initiative?

The contract award follows several steps OPM has taken to advance federal HR modernization.

In July 2025, OPM sought industry input on a modernized and unified federal HR system and announced plans to host an industry event to gather insights on the proposed platform. 

In October, the agency issued a request for proposals seeking a commercial solution to consolidate more than 100 federal HR systems into a single platform.

What Did OPM Director Scott Kupor Say About the Contract Award?

OPM Director Scott Kupor said federal agencies have relied on fragmented, aging HR systems that can be challenging to scale and maintain.

“This award represents a foundational investment in the future of federal workforce management and supports the Trump Administration’s broader efforts to modernize government operations, improve service delivery, and increase efficiency across the federal enterprise,” Kupor said.
