The Department of War announced Tuesday that Cherokee Nation Government Solutions, SSE BB&E JV and KIRA Services have each been selected to compete for task orders under a new multiple-award contract supporting civil engineering work for the U.S. Air Force across the Pacific region.
The indefinite-delivery/indefinite-quantity vehicle carries a combined ceiling value of $400 million and covers advisory and assistance services spanning engineering, logistics, program management and broader project support for military installations throughout the region.
What Are the Details of the Civil Engineering Contract Award?
Work under the contract will take place at numerous sites across the region, including Joint Base Pearl Harbor-Hickam in Hawaii; Andersen Air Force Base in Guam; and the Kadena, Yokota and Misawa air bases in Japan.
Task orders under the contract may be issued by various Pacific theater contracting offices within the Department of War over a five-year ordering window that opens Sept. 1, 2026, and closes in September 2031.
According to the award notice, the contract stemmed from a competitive solicitation process that drew five offers before the three companies were selected.
The 766th Enterprise Sourcing Squadron, based at Joint Base Pearl Harbor-Hickam in Hawaii, is managing the contract.

Cherokee Nation Government Solutions is a Tribal 8(a) company of Cherokee Federal. Cherokee Federal delivers capabilities across defense, technology, health and intelligence for over 60 federal agency customers. Its portfolio spans capability areas, including advanced technology, civil support and stabilization, health services, intelligence analysis, logistics and sustainment, manufacturing, and program and engineering support. Cherokee Federal’s businesses are wholly owned by the Cherokee Nation and the profits generated through its federal contracting work are channeled back into the tribe to fund education, healthcare and infrastructure initiatives that benefit Cherokee citizens and the broader Oklahoma community.
SpecPro-BB&E Joint Venture was formed through the partnership of SpecPro Sustainment and Environmental and BB&E to assist the Army Reserve’s 9th Mission Support Command. The team’s task involved revising and updating a range of environmental management plans covering 9th MSC facilities spread across a wide swath of the Pacific and beyond, including sites in Alaska, American Samoa, Guam, Hawaii, Japan, Saipan, South Korea and Washington state. As part of the effort, the joint venture developed integrated plans on cultural resources management and solid waste management, as well as spill prevention, control and countermeasures plans to support environmental compliance and stewardship at these installations.
KIRA Services provides facilities maintenance, base operations support and subcontracting services to federal customers. The company had been in business for over 30 years when it was acquired in 2016 by Tlingit Haida Tribal Business Corp. THTBC operates as a wholly tribally owned enterprise encompassing more than 30 subsidiary companies, including Small Business Administration 8(a), HUBZone and small disadvantaged business designees.
THTBC channels the proceeds of its business activities back to the Central Council for the Tlingit and Haida Indian Tribes of Alaska, using that support to fund scholarships and essential services for tribal citizens throughout the country.
