The National Geospatial-Intelligence Agency has released a draft request for proposals for a potential five-year, $947M follow-on contract to the Emerald program used to procure lifecycle acquisition management, strategic business and financial management support services.
A presolicitation notice posted Tuesday says the Clover multiple-award, indefinite-delivery/indefinite-quantity contract is a total small business set-aside effort that will replace the Emerald program and will have a base ordering period of five years for indefinite delivery requirements task orders.
Total lifecycle acquisition management support may include acquisition planning, configuration management, data management, major milestone reviews, source selection, system technical expertise, technology insertion recommendations and security and information assurance services, according to the draft statement of work.
Financial management support services may encompass audit, budgeting, cost estimation development, plant property and equipment and purchasing assistance.
Strategic business management support may cover business process analysis, organizational change management, communications, continuity of operations, foreign military sales, security and workforce management.
NGA will hold a virtual industry day for the Clover program on Jan. 19 and will accept comments, questions and recommendations for the follow-on effort until Feb. 2.
