Delphinus Engineering, Epsilon Systems Win Spots on $892M Navy Contract for Submarine Safety Program

Delphinus Engineering and Epsilon Systems will provide services, equipment and facilities to help the U.S. Navy maintain the safety of military submarines under a potential three-year, $892 million, multiple-award contract.

The contractors will perform technical and administrative services, deliver supplies and equipment and offer facilities to support the Submarine Safety or SUBSAFE program, the Department of Defense said Friday.

Services under the cost-plus-fixed fee, indefinite-delivery/indefinite-quantity contract will support efforts to install, repair, maintain and troubleshoot mechanical, electrical, hull and weapon systems of submarines.

Forty-five percent of contract work will take place in Norfolk, Virginia, 35 percent in other East Coast areas, 15 percent in the West Coast and the remaining portion in different locations outside the continental U.S., through December 2024.

Each awardee will receive an initial obligation of $500 taken from fiscal 2021 operation and maintenance funds. The Navy will issue the remaining payments per task order.

The Naval Surface Warfare Center held a competitive solicitation for the contract and gathered two proposals.
