The Library of Congress has awarded six companies positions on its Federal Library and Information Network, or FEDLINK, Library Support Services indefinite-delivery/indefinite-quantity contract.

As agencies continue modernizing enterprise operations and mission support services, government and industry leaders are also exploring the technologies that will shape the future of civilian agencies. According to award notices published Friday, the multiple-award IDIQ contract has a five-year ordering period running through May 12, 2031.

In February 2025, the library awarded eight spots on a potential $450 million multiple-award contract for Agile development support for its IT systems and software applications.

  • Zimmerman Associates

In January, LOC’s FEDLINK issued a solicitation seeking offers from vendors to provide library support services.

What Is the Scope of the FEDLINK Library Support IDIQ?

According to the solicitation, the multiple-award IDIQ seeks to support federal libraries and information centers by providing library support services across a range of mission areas. The statement of work covers on-site library support services and off-site technical services that enable agencies to carry out core library and information center functions.

For on-site library support services, task areas include:

  • Management
  • Library systems
  • Collection services
  • Data services
  • Public services
  • Technical services

The off-site technical services portion includes:

  • Cataloging services
  • Metadata services
  • Physical processing services

The solicitation states that each IDIQ contract has a guaranteed minimum value of $2,500, while the maximum cumulative amount the government may order under each awarded contract is $100 million. FEDLINK may issue firm-fixed-price and labor-hour task orders throughout the five-year ordering period.
