Booz Allen Hamilton has appointed Leonel Garciga, former chief information officer of the U.S. Army, as a senior executive adviser to advance the company’s delivery of defense technology products to warfighters in support of the Department of War’s priorities.
The company said Friday Garciga, a two-time Wash100 awardee, will bring leadership and operational technology experience to Booz Allen’s defense technology business.

Steve Escaravage, president of Booz Allen’s defense technology business, said Garciga’s experience supporting warfighter missions and leading technology transformation efforts makes him a strong addition to the company.
“Delivering operational capability requires not only the best technology but also proven leaders who have solved real-world challenges for our nation’s warfighters,” said Escaravage, a 2026 Wash100 awardee. “Leo is renowned for spearheading tech transformation, making him an ideal fit for Booz Allen and the missions we support.”
Who Is Leonel Garciga?
Garciga is a U.S. Navy veteran who took on the role of Army CIO in 2023 and led technology transformation initiatives across the service branch. His work included accelerating the implementation of artificial intelligence policy and overseeing the introduction of agentic AI and large language models into Army enterprise and operational infrastructures. He stepped down from his role as the Army CIO on May 1.
Before serving as Army CIO, Garciga held several defense technology and intelligence leadership positions. He previously served as director of Army Intelligence Community Information Management within the Office of the Deputy Chief of Staff for Intelligence, G-2. In that role, he oversaw information management and IT capabilities for the Army Intelligence Community.
Garciga also served as chief technology officer and senior adviser on technology for the Defense Threat Reduction Agency.
He is a career civil servant with experience in acquisition, engineering, intelligence and IT. His areas of expertise include digital transformation, data analytics and secure software development.
Garciga said he looks forward to advancing mission-focused technology capabilities at Booz Allen.
