GovCon Expert McAleese Reports Biden Administration's Infrastructure Plan, Army's Capability Modernization Priorities

A new McAleese & Associates report highlights a new initiative by the Biden administration to rebuild national physical and technological assets and provides an overview of the U.S. Army’s strategy to transform capabilities for a multidomain force.

Jim McAleese, founder of McAleese & Associates and three-time Wash100 winner, reported that Sept. 30 is the target date for a large-scale infrastructure modernization bill to pass Congress and President Biden expects to create “good-paying jobs” through the legislative proposal.

“We rank 13th globally in infrastructure. China is investing three times more in infrastructure than the United States is,” Biden told reporters Thursday in a presidential news conference.

In his report, McAleese also outlined modernization priorities from a 33-page unclassified version of the “Army Multi-Domain Transformation: Ready to Win in Competition and Conflict” white paper.

Gen. James McConville, chief of staff at the Army, wrote in his CSA paper that the service branch has pursued programs to modernize platforms across the long-range precision fires, combat vehicles, future vertical lift, network, air and missile defense and soldier lethality areas following the Army Vision and Army Strategy publication in 2018.

“I set an Army Aimpoint for 2035 as the date at which the Army will be modernized and prepared to dominate our adversaries in sustained Large Scale Combat Operations,” McConville said.
