DOE Releases Final Solicitation for Portsmouth Infrastructure Support Contract

The Department of Energy has released its final request for proposals for a five-year procurement contract to provide infrastructure support services, or ISS, at the Portsmouth Site in Piketon, Ohio.

DOE said Wednesday it will conduct the Portsmouth ISS procurement effort as a total small business set-aside competition.

According to FedConnect, questions regarding the final RFP are due Jan. 26. DOE set a Feb. 13 deadline for proposals.

In 2021, the department awarded North Wind Dynamics a $135 million contract to maintain facilities at the Portsmouth site. According to DOE, the contract will conclude in the first half of calendar year 2027. 

What Is the Scope of the DOE Portsmouth ISS Contract?

Under the contract, the selected vendor will provide waste management; safeguards and security; telecommunications; an environment safety, health and quality program; surveillance and maintenance of facilities; grounds maintenance, snow removal and pest control; custodial services; roadway parking and lot maintenance; fleet management; records management and document control; real property management; training support; engineering; and mail services.

The cost-plus-award-fee, firm-fixed-price contract has a one three-year base term and one two-year option period.

What Is the Portsmouth Site?

The Portsmouth Site consisted of four main areas: the former gaseous diffusion plant, centrifuge facilities, depleted uranium hexafluoride conversion facility and the On-Site Waste Disposal Facility.

The former gaseous diffusion plant consists of three process buildings: X-333, X-330 and X-326. Workers at the site are deactivating the X-330 building and are close to wrapping up the deactivation of the X-333 building.
