The U.S. Coast Guard has forecast a follow-on contract worth more than $100 million for engineering and technical support for the design, sustainment and human systems integration of surface vessels.
The service posted the requirement Sept. 15 on the Department of Homeland Security’s Acquisition Planning Forecast System. THOR Solutions is the incumbent.
The Coast Guard’s latest contracting plans come as DHS agencies examine new capabilities for homeland defense. What Will the Engineering Contract Cover?
The requirement will support Coast Guard organizations responsible for surface vessel design, systems engineering and logistics.
Engineering work will address the acquisition of new cutters and boats and the maintenance of vessels already in service. The effort is also expected to address vessel configuration records and technical data.
The human systems integration portion will cover human factors, workforce requirements, system safety, habitability, occupational health and personnel survivability as part of the service’s lifecycle management of surface assets.
What Are the Contract Terms & Timeline?
The procurement is listed as a firm-fixed-price contract under the One Acquisition Solution for Integrated Services Plus, or OASIS+, vehicle. The Coast Guard anticipates releasing a solicitation Jan. 15, 2027, and awarding the contract in the third quarter of fiscal 2027. Work will be performed in Washington, D.C., and Baltimore, Maryland, with performance running through June 28, 2032.
The forecast comes amid other follow-on procurement plans at the Coast Guard. In September, the service posted a more than $100 million requirement for HC-130J aircraft missionization, covering installation of the government-owned Minotaur Mission System Suite, radar, sensors and communications equipment on new C-130J aircraft. In July, the service also forecast a potential $100 million Agile C5ISC Operational & Modernization Pipeline for Application Support Services, or COMPASS, requirement for custom and legacy application support, covering IT services for enterprise information systems and activities such as security audit mitigation, new development and end-of-life work.
