The U.S. Coast Guard is planning to compete a potential $100 million contract for IT services supporting custom and legacy applications under the Agile C5ISC Operational & Modernization Pipeline for Application Support Services, or COMPASS, blanket purchase agreement, a follow-on requirement valued between $50 million and $100 million.

What Services Will the Contractor Provide?
According to a notice published Monday on the Department of Homeland Security’s Acquisition Planning Forecast System, the requirement, known as the Stew Sustainment Call, will support the design, development and optimization of Coast Guard enterprise information systems for command, control, communications, legacy and custom systems.
The scope will include original equipment manufacturer enhancements, security audit mitigation, new development, major enhancements, end-of-life activities, service requests and transitions to or from other Coast Guard organizations.
The requirement will cover custom and legacy applications and products outside the four Coast Guard, or LCAP, technologies, including Appian, Salesforce, ServiceNow and Microsoft Power/SharePoint.
What Are the Details of the Procurement?
The Coast Guard expects to release the solicitation Aug. 17 and award the follow-on requirement in the first quarter of fiscal 2027. Contract work will be conducted in Kearneysville, West Virginia, and is expected to run through Jan. 15, 2029.
The procurement is listed under the 8(a) small business program and will use a firm-fixed-price contract structure. The incumbent contractor is Synergy Business Innovations & Solutions.
The Coast Guard established the COMPASS BPA in 2025 and awarded positions to AttainX, VivSoft Technologies and Active Defense JV. The three companies were selected to provide IT support to the service’s command, control, communications, computers, cyber and intelligence systems center, or C5ISC, with coverage spanning the mission support systems and operations information systems product lines.
