The U.S. Coast Guard has started seeking industry input on the Variable Infrastructure Award, or VIA, contract vehicle with an estimated value of over $100 million.
Variable Infrastructure Award Contract Scope
According to the notice posted on the Acquisition Planning Forecast System Friday, the follow-on contract, a recompetition of the USCG’s current Infrastructure Managed Services, or IMS, blanket purchase agreement, will cover design, modernization, enhancement, operation and maintenance services for the service branch’s IT infrastructure. The work will include program management, service desk, enterprise services, systems and server operations, network services, IT security, life-cycle and asset management, and enterprise-wide IT support services.
In addition, the selected contractor will procure the needed hardware and software, complete current in-flight activities, and address cybersecurity vulnerabilities and technical debt, such as end-of-life infrastructure.
The initial requirement, VIA-Sustain, is a managed service delivery model focused on managing and operating the USCG’s steady-state enterprise IT environment. It will be a single award competition among sustainment basic ordering agreements, or BOA, holders. The VIA vehicle will be structured as multiple awards or BOAs, including one dedicated to IT sustainment services and several others for IT modernization and innovation, aligned by functional areas.
The recompetition seeks to identify potential contractors to deliver the necessary services provided by Knight Point Systems and Blue Tech. The USCG will release the official request for proposals on Sept. 4, 2025, while the contract is expected to be awarded during the second fiscal quarter of 2026. The agreement is set to be completed by Feb. 3, 2036.
