The U.S. Army Corps of Engineers has awarded BL Harbert International a $337.3 million firm-fixed-price contract for the construction of a B-21 Software Integration Lab at Tinker Air Force Base in Oklahoma. USACE Tulsa District serves as the contracting activity, according to the award notice posted on SAM.gov Friday.
USACE’s B-21 Software Integration Lab
Under the contract, BL Harbert will transform an existing facility at Tinker AFB into the B-21 Software Integration Lab. Portions of the ground floor and third floor and the entire second floor will be modified to meet the B-21 program’s software sustainment and integration requirements.
Work on the building will include repairs of existing and construction of new facilities, including personnel and freight elevators, an exterior fire escape staircase, a radar dome, conference and training rooms, and storage areas.
All work must comply with the Department of Defense’s Unified Facilities Criteria 1-200-01 General Building Requirements, UFC 1-200-02 High Performance and Sustainable Building Requirements, and antiterrorism/force protection requirements per UFC 4-010-01.
The project has an estimated contract ceiling of $250 million and a projected period of performance of about 2.5 years.
BL Harbert’s Previous Work With USACE
BL Harbert is a longtime partner of the U.S. military. The Birmingham, Alabama-headquartered construction firm has a $206.6 million contract with USACE to build a weapons generation facility for the U.S. Air Force’s fleet of B-21 strategic bomber aircraft at Ellsworth Air Force Base in South Dakota.
The contract, awarded in January 2024, has a three-year period of performance.
