In an article published Tuesday, Dave Levy, vice president of worldwide public sector at AWS and a 2026 Wash100 awardee, outlined several public sector cloud and AI initiatives announced at the three-day AWS Summit Washington, D.C., including the Intelligence Community Accelerated Modernization Framework, or ICAMF.

What Did CIA Director John Ratcliffe Say About ICAMF?

According to Levy, ICAMF will provide up to $1 billion in AWS credits through October 2030 for qualified workload migrations under the existing AWS contract with IC.

The program is intended to offset migration costs, including hardware investments, facility expenses and vendor lock-in, allowing agencies to redirect resources toward AI deployment. Levy said agencies will receive credits based on successful workload migrations.

During the keynote, CIA Director John Ratcliffe, a previous Wash100 honoree, said technology is a top priority for the agency and confirmed that the CIA plans to use ICAMF to strengthen its IT architecture.

According to Levy, Ratcliffe said the CIA has reduced acquisition timelines from 12 to 24 months to fewer than six months, elevated cyber operations to a mission center and expanded its use of AI. Analysts are using large language models to identify intelligence insights, streamline repetitive tasks and rapidly translate content more efficiently.

Levy, a seven-time Wash100 Award recipient, said ICAMF complements AWS’ previously announced $50 billion investment to expand AI and supercomputing infrastructure.

How Will AWS Secret Cloud for Industry Support Defense Contractors?

AWS also introduced AWS Secret Cloud for Industry, a managed service that aims to enable defense contractors to run contractor-owned classified workloads on AWS infrastructure.

According to Levy, the offering is designed to eliminate the need for contractors to maintain separate on-premises classified infrastructure while providing access to cloud capabilities such as generative AI. Organizations can migrate classified workloads without adopting a new security model because AWS manages authorization and private connectivity from existing secure facilities.

Northrop Grumman is the first organization to deploy the service. AWS said it will invest up to $20 million in cloud credits over three years to help defense customers adopt the service.

What Is AWS Forward Deployed Engineering?

AWS announced Forward Deployed Engineering, or FDE, a new global organization backed by a $1 billion investment that will embed thousands of engineers with customers to co-develop and deploy AI tools.

Levy said FDE will work with customers’ engineering, business and security teams to build production AI systems using customer data, governance and operational processes. The organization uses purpose-built AI agents and the AI-driven Development Lifecycle to accelerate application development while helping customers build long-term AI engineering capabilities.

How Does AWS Support DOE’s Genesis Mission?

Levy said AWS continues to support the Department of Energy’s Genesis Mission, an initiative that brings together national laboratories, industry and academia to apply AI to energy, science and national security.

Under the Genesis Mission, AWS is working with Idaho National Laboratory to develop a digital twin of a small modular reactor using AI. According to Levy, the effort supports reactor design, advanced simulations and autonomous reactor operations.

The AWS executive said the National Nuclear Security Administration has established a Secret/Restricted Data, or S/RD, Enterprise Cloud environment with AWS. The cloud environment, which is the first to receive enterprise authorization to process S/RD, will host NNSA’s initial workloads for the Genesis Mission.
