The Department of the Army has issued a presolicitation notice for a potential $270 million multiple-award indefinite-delivery/indefinite-quantity contract that would cover the integrated test and evaluation support services requirement of the Army Evaluation Center.

According to the notice published Friday on SAM.gov, the requirement, previously known as the AEC Recompete 2026 opportunity, will be competed as task orders under the Marketplace for the Acquisition of Professional Services, or MAPS, contract. Only companies that hold positions on the MAPS contract, or successfully obtain one, will be eligible to compete for orders. Responses to the notice are due April 17.

What Will the ITESS Contract Cover?

The contract will support operational effectiveness, suitability and survivability assessments across multiple test mission and test function areas defined by Army Test and Evaluation Command policy, with task orders supporting specific directorates, divisions or projects. It will require technical, engineering, analytical, management and professional services.

Which Mission Areas Are Included?

Contractors will support a wide range of missions, including air and missile defense, aviation systems, ground-based missile systems, maneuver and soldier systems, survivability evaluation, directed energy, cyber mission assurance, and command, control, communications, computers, cyber, intelligence, surveillance and reconnaissance, or C5ISR. Additional efforts will cover artificial intelligence, machine learning, data engineering, electronic warfare, counter-unmanned aircraft systems, integrated survivability analysis and training support for ATEC courses.

What Are the Contract Details?

The potential seven-year IDIQ contract features a hybrid cost-plus-fixed-fee and firm-fixed-price structure, with an ordering period beginning in October 2026. While centered at contractor facilities, the contract work also supports key Army installations, including Aberdeen Proving Ground, Fort Bliss, Redstone Arsenal and White Sands Missile Range.
