Quantum Sky Names Three EVPs to Lead Market-Facing Business Groups

Quantum Sky has appointed three executive vice presidents to run business groups organized around its main federal markets.

Samantha Moore will lead the Department of War group, Jessica Merriam will head the intelligence and space group, and Nicole Gibson will direct the federal civilian group, Quantum Sky said Thursday. The structure is part of a broader operating model meant to tie growth, technology and operations more closely to customer missions.

Andrew Boyd, CEO of Quantum Sky, said the arrangement gives the company a sharper focus as it brings its capabilities to customers.

Who Are the New Quantum Sky Business Group Leaders?

Moore previously served as vice president for Department of War services at SMX. Prior to that, she spent nearly five years at Amazon Web Services, most recently as a strategic technical leader for global national security and defense, and nearly a decade as senior director for space and intelligence systems at Solers, which Peraton acquired in 2019. Following the acquisition, she held the same role at Peraton.

Merriam joined Quantum Sky from SilverEdge Government Solutions, where she led the intelligence solutions group through the company’s sale to SAIC in 2025. At SAIC, she ran a business supporting intelligence community customers, the Defense Intelligence Agency and U.S. Special Operations Command. She previously served as executive director of intelligence community programs at CACI, overseeing an indefinite-delivery/indefinite-quantity contract worth over $400 million. Merriam also spent more than 20 years as an intelligence officer, including assignments at Special Operations Command and a stint as deputy senior director at the National Security Council covering sub-Saharan Africa policy.

Gibson came from Guidehouse, where she most recently led firmwide transformation work spanning talent acquisition, facilities, security and human capital operations, including recruiting structures across the U.S., Canada, Europe and India. She previously served as a partner for defense and security at the firm for more than seven years, leading the national security portfolio covering the intelligence community and the Office of the Secretary of War. Before Guidehouse, she spent nearly 11 years at PwC, rising from manager to principal and working on strategy, change management and process improvement for national security agencies and the geospatial intelligence enterprise. Gibson began her career at BearingPoint, where she spent more than seven years in consulting roles serving public sector clients. She brings more than 25 years of experience in enterprise transformation and business growth.

What Is Quantum Sky?

The company rebranded from Tyto Athene in August, sharpening its focus on AI, cybersecurity, cloud and post-quantum technologies for federal customers. Quantum Sky is an Arlington Capital Partners portfolio company.

It named Sean Thompson chief growth officer that same month to oversee enterprise growth strategy. The rebrand followed roughly two years of change, including Boyd’s move to CEO; Cutter Brenton’s appointment as chief AI officer; and acquisitions covering space software, managed cybersecurity, cloud compliance and intelligence community IT.

Michael Lustbader, a managing partner at Arlington Capital Partners and a Wash100 Award winner, said Arlington and Quantum Sky are investing in quantum computing and other technologies to support the latter’s expansion into key federal markets.
