The Department of Homeland Security has forecast a recompete worth more than $100 million for services supporting its Trio Financial Systems Modernization Solution, or Trio FSMS.
DHS published the entry Tuesday on its acquisition planning forecast system, listing Deloitte as the incumbent. It plans a firm-fixed-price task order under NASA’s Solutions for Enterprise-Wide Procurement V vehicle.
A solicitation is estimated for Jan. 4, 2027, with award anticipated in the third quarter of fiscal year 2027. Performance would run through April 29, 2028, with work based in Springfield, Virginia.

What Does the Trio Financial Systems Contract Cover?
Trio FSMS delivers financial management, procurement and contract writing, and asset management and valuation capabilities to DHS components.
The scope spans program management, system life cycle management, training, testing and quality control, configuration management, interface sustainment, and technical support.
The contractor would support mandated system changes, new capabilities and integration with feeder systems covering financial, procurement, travel, payroll, treasury, asset management and component-specific functions. Software engineering, help desk support, IT service management and governance also fall under the requirement.
What Is the Trio Program?
Trio refers to an Oracle E-Business Suite implementation covering three DHS components: the Countering Weapons of Mass Destruction, or CWMD, office; the Transportation Security Administration; and the Coast Guard, Homeland Security Today reported in 2021. The CWMD office, however, was dissolved in early 2026.
The work sits under the department’s Financial Systems Modernization program, established after a 2011 memorandum from the under secretary for management. DHS has sought to move headquarters and components onto standard business processes using as few separate systems as practical.
