Heaviside Industries and Research Innovations Inc., or RRI, have secured the first production contracts under the Rapid Electromagnetic Warfare and Signals Intelligence, or REWSI, call for solutions, with a combined value of $196 million, the U.S. Army said Thursday.
What Do the REWSI Contracts Cover?
Army Contracting Command–Aberdeen Proving Ground, or ACC-APG, awarded Heaviside Industries a five-year, $99 million firm-fixed-price indefinite-delivery/indefinite-quantity contract to deliver and deploy its MOTH spectrum analyzer, a compact, distributed sensor that identifies and reports electromagnetic spectrum sources at the tactical edge. The contract, awarded Aug. 27, also covers maintenance and enhancement work on the analyzer.
RII received a $96.9 million firm-fixed-price IDIQ contract on Sept. 3 for its artificial intelligence-driven Dragonfly sensors, which will be mounted on the Menet Aero Intrepid 1200 unmanned aircraft system. The award supports the Army’s Electromagnetic Spectrum Operations, or EMSO, Characteristics of Need.
The two contracts cover capabilities, including electromagnetic spectrum situational awareness, direction finding, geolocation and signal identification.
What Did the Army Seek Through REWSI?
The contracts follow an Army request for information issued in February seeking industry input on electromagnetic spectrum operations capabilities. The RFI was paired with a Characteristics of Needs document intended to help shape the acquisition approach and identify technologies for spectrum control during large-scale combat operations.
The Army’s earlier EMSO call also identified areas where it seeks capabilities, including systems for sensing, identifying, and locating signals and emitters, as well as technologies leveraging artificial intelligence and edge computing.
Led by the Army’s Project Manager for Electromagnetic Warfare and Collection, the REWSI effort is intended to streamline the acquisition process and provide capabilities for different formations and echelons.
