Immigration and Customs Enforcement has forecast a need for more than $100 million in contractor-provided intelligence research specialists to support its Enforcement and Removal Operations, or ERO, directorate.
ICE posted the anticipated requirement Friday on the Department of Homeland Security’s Acquisition Planning Forecast System. It plans to place a firm-fixed-price contract under the OASIS+ vehicle, with a solicitation estimated for Dec. 10 and an award anticipated in the second quarter of fiscal 2027.
Performance would run through Feb. 24, 2032.

What Would the ICE Intelligence Support Contract Cover?
The work falls under ERO’s Overwatch and National Security Enforcement program, known as ERO ONE.
Analysts would handle intelligence research, all-source analysis, reporting and intelligence product development, along with trend and threat analysis, network and relationship analysis, gap analysis, briefing support, and field intelligence support.
Staff would support ERO headquarters and designated field locations nationwide. A contractor project manager based in the Washington, D.C., area would oversee staffing coordination, quality control and performance monitoring.
ICE describes the arrangement as a non-personal services contract, with contractor personnel remaining under contractor supervision. The government would set mission requirements, priorities and performance standards while retaining authority over inherently governmental decisions.
The forecast states that project manager and analyst positions are expected to require active top secret clearances with eligibility for access to sensitive compartmented information, subject to the final solicitation.

OASIS+ is a governmentwide suite of multiple-award indefinite-delivery/indefinite-quantity contracts administered by the General Services Administration for non-IT professional services.
The vehicle includes a five-year base period with one five-year option and organizes the scope into domains: management and advisory, technical and engineering, intelligence services, logistics, and enterprise solutions. GSA has designated it as a best-in-class contract.
Nearly 600 companies hold master contracts on the unrestricted vehicle, among them ECS and BigBear.ai.
