The U.S. Citizenship and Immigration Services, or USCIS, has outlined plans for a potential contract valued at more than $100 million to provide governance and operational support for several enterprise technology platforms.
According to a notice published Friday on the Department of Homeland Security’s Acquisition Planning Forecast System, USCIS expects to release a solicitation May 3, 2027, and award the contract during the third quarter of fiscal year 2028.
What Does the Planned USCIS Contract Cover?
The Platform Automation, Governance & Enterprise Solutions, or PAGES, requirement will establish and operate enterprise governance for development involving Salesforce, ServiceNow, Microsoft 365 and UiPath, with potential support for additional platforms.
USCIS plans to initially demonstrate the governance process to executive leadership, including procedures for engaging in new projects and developing artificial intelligence use cases. The agency plans to put the governance program into practice throughout its known enterprise systems, then keep refining the approach as new technologies emerge.
The effort also calls for an enterprise infrastructure team environment to showcase new application tools and approaches offered by Salesforce, ServiceNow and UiPath. The contractor will operate and maintain enterprise environments while supporting application deployment.

USCIS’ planned technology governance effort comes as DHS agencies pursue new capabilities in AI and other emerging technologies. What Are the Other Contract Details?
The contract scope includes USCIS’ five-organization Salesforce environment previously managed under the System for Tracking Activities, Relationships and Services, or STARS, program. STARS applications support several USCIS business functions, including stakeholder engagement and contracting.
USCIS plans to procure PAGES through a GSA Schedule contract vehicle, with Camp Springs, Maryland, listed as the place of performance. Contract performance is expected to be completed by Aug. 31, 2032.
The planned PAGES contract is among several USCIS technology acquisitions forecast this year. In July, the agency outlined a potential $50 million to $100 million recompete for Enterprise Gateway and Integration Services, which supports connections between USCIS applications and DHS, interagency and external systems. USCIS has also planned a separate $100 million contract for IT support tied to biometrics, identity management, data analytics and machine learning.
