Noblis MSD Wins $309M Navy C4ISR Engineering Contract

  • Noblis MSD has won a five-year, single-award IDIQ contract to provide end-to-end engineering services for the Network Integration Engineering Facility
  • The contract represents a 65 percent increase over the prior $187 million ceiling
  • Work spans the full C4ISR systems lifecycle and will be performed in San Diego, California

Noblis MSD has secured a five-year, single-award, indefinite-delivery, indefinite-quantity contract from Naval Information Warfare Center Pacific to deliver comprehensive engineering services for the Network Integration Engineering Facility. The company competed against eight other bidders to win the contract, which has a ceiling of $309 million, the company announced on June 29.

What Is the Scope of the Contract?

The contract covers the full Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance, or C4ISR, systems lifecycle. It spans services, including basic research and prototype development through systems engineering, integration, environmental qualification testing, production, fleet deployment and sustained operational support. All work will be carried out in San Diego, California.

What Does Noblis MSD Say About the Navy’s Requirements?

Glenn Hickok, president of Noblis MSD, said the contract reflects the Navy’s growing need for integrated capabilities suited to conflict in contested environments.

“The Navy needs C4ISR, data sharing and cybersecurity capabilities forNoblis MSD Wins $309M Navy C4ISR Engineering Contract future conflicts in contested environments,” Hickok said. “We are excited to continue a partnership with the Navy in which we have adapted, scaled and delivered key elements that empower the fleet to meet any threat.”

Noblis’ expanded Navy contract underscores the growing demand for advanced C4ISR, cybersecurity and integrated engineering capabilities to support the fleet in contested environments. Why Did the Contract Ceiling Increase?

Noblis MSD held the previous contract, valued at $187 million, and used that period to expand the breadth of capabilities delivered to the fleet. The new ceiling represents a 65 percent growth in program value, a figure the company attributes directly to demonstrated performance over the prior five-year period.

Noblis President and CEO Mile Corrigan, a four-time Wash100 awardee, pointed to that track record as the foundation for the award.

“Our engineers deliver the trusted computing capabilities that give sailors the ability to see, communicate and accomplish their missions under the most challenging operational conditions,” Corrigan said. “The Navy grew this contract by 65 percent because our team delivered. We’re grateful for that trust, and we plan to keep earning it.”
