Innovative Defense Technologies Lands Potential $749M Navy Test Engineering Contract

The Potomac Officers Club’s 2026 Navy Summit on Aug. 27 will bring together senior Navy leaders, defense officials and industry executives to discuss the technologies shaping the future of naval operations. Register today.

What Does the Contract Cover?

The Department of War said Tuesday the cost-plus-fixed-fee, cost-no-fee and firm-fixed-price contract covers requirements related to automated testing and re-testing efforts for the Navy. The award includes options that could increase the contract’s cumulative value to approximately $748.6 million. The contract was awarded by the Naval Sea Systems Command and was issued under statutory authority permitting noncompetitive procurements.

What Are the Details of the Contract?

The contract, awarded on June 18, is scheduled to run through June 2027. If all options are exercised, work could continue through June 2031. IDT will perform most of the work in Arlington, Virginia, which accounts for 62 percent of contract activity. Additional work locations include Mount Laurel, New Jersey, San Diego, California, and other sites.

At the time of award, the Navy obligated approximately $44.9 million in funding, including $43.3 million from its fiscal 2026 research, development, test and evaluation funds. The remaining amount was allocated from fiscal 2026 operations and maintenance funding and fiscal 2025 other procurement funds.

Building on Previous Navy Awards

The latest contract follows a $96.3 million Small Business Innovation Research Phase III award announced in May, under which IDT was tasked with advancing automated test and re-test capabilities through the Navy’s Paladin initiative. That effort supports the Navy’s ATRT commercialization strategy and includes the testing and evaluation of artificial intelligence applications before they are integrated into Navy programs.

The new award also extends IDT’s support of Navy modernization initiatives. In 2024, the company was among the contractors selected for a contract vehicle with a potential value of $245.9 million to support the development of undersea weapons and defensive technologies.
