According to a notice published Friday on the Acquisition Planning Forecast System, the requirement will support USCG’s data, analytics and AI organization, with an anticipated award in the fourth quarter of fiscal year 2026.

What Is the Scope of the USCG Contract Requirement?

The Coast Guard expects the contractor to provide operations support for enterprise and domain business lines; strategic analysis; process and performance improvement efforts; and development of AI capabilities.

Additional work will include enterprise metadata management; system engineering lifecycle process improvements; technical support to data and analytics teams; and data architecture and engineering transformation support.

The requirement will cover 11 domains, including command, control, communications, computers and IT; intelligence; logistics; finance; operations; cyber; legal; acquisition; and personnel readiness.

What Is the Acquisition Plan?

USCG plans to compete the requirement on a full and open basis using the General Services Administration Schedule as the contract vehicle.

The agency expects to release the solicitation on June 18.

According to the notice, the proposed contract will be a firm-fixed-price award with a performance period running through Sept. 28, 2031.

How Does the Contract Requirement Align With Recent USCG Innovation Efforts?

The latest contract requirement comes as the Coast Guard advances broader modernization initiatives under its Force Design 2028 effort.

In January, the service launched the Office of Rapid Response and Prototyping to help identify and accelerate the development of new technologies to meet urgent operational requirements.

In 2025, USCG established the Futures Development and Integration Directorate to serve as a hub for strategy, innovation and rapid technology integration.

What Is Force Design 2028?

Launched in April 2025, Force Design 2028 is the Coast Guard’s roadmap for ensuring readiness to meet future national requirements. Through the initiative, the service aims to promote a culture of innovation to protect the homeland, deliver peace through strength and counter adversaries.

The initiative focuses on four campaigns: people; organization; acquisition and contracting; and technology.
