DIA Issues Presolicitation, Draft RFP for Potential $800M DORE3 Contract

The Defense Intelligence Agency has released a presolicitation notice and draft request for proposals for the potential $800 million Data Science, Operations, Requirements, Exploitation and Enhanced Engineering, or DORE3, contract.

What Is the Scope of the DORE3 Contract?

According to the notice published Thursday on SAM.gov, the DIA’s Virginia Contracting Activity is seeking contractor support for 11 functional areas:

  • Collection concept development
  • Collection planning and operations support
  • Data sciences support
  • Technical exploitation support
  • Internet of Things, social media & open-source support
  • Application/web/collaboration support
  • Program/project support
  • Rapid-Response subject matter expertise support
  • Academic/industry outreach and innovation
  • Rapid engineering and prototyping support
  • Contract project management and common tasks 

How Will the Contract Be Structured?

The requirement is planned as an indefinite-delivery/indefinite-quantity contract with multiple task order types, including firm-fixed-price, cost-plus-fixed-fee, and time-and-materials arrangements. The agency expects to release the final solicitation around May 14 and plans to conduct the procurement on a full and open basis.

DIA’s Prior DORE Contract

The DORE3 effort builds on DIA’s five-year, $990 million DORE2 contract awarded in 2020 to seven companies: Applied Research Associates, Booz Allen HamiltonCACI International, Centauri, later acquired by KBRGeneral Dynamics Information TechnologyNorthrop Grumman and Maxar Technologies‘ Radiant Geospatial Solutions.
