NOAA Seeking Space-Based Environmental Monitoring Capabilities Under $8B ProTech 2.0 Contract

The National Oceanic and Atmospheric Administration has released a draft request for proposals for its ProTech 2.0 professional services contracting program for the procurement of Space-Based Environmental Monitoring, or SBEM, technologies.

The draft RFP, published Thursday on SAM.gov, is seeking industry feedback on NOAA’s planned acquisition of commercial satellite data to support environmental monitoring, weather forecasting, space weather prediction and decision-making across agency mission areas.

The ProTech 2.0 multiple-award, indefinite-delivery/indefinite-quantity contract is valued at up to $8 billion across four domains. NOAA said the notice is intended to help verify the feasibility of the requirements before a final solicitation is released. Responses from interested parties are due March 24.

What Services Does NOAA Need Under the ProTech SBEM Contract?

The agency requires satellite-based data across several functional categories, including Global Navigation Satellite System Radio Occultation, GNSS Reflectometry, microwave sounders, multispectral imagery, infrared sounders, thermospheric neutral density measurements and active sensors.

According to NOAA, the technologies will contribute to agency mission to observe and foresee changes in the Earth’s environment. Additional capabilities may be added within the IDIQ timeframe to meet mission requirements.

What Previous ProTech 2.0 Contracts Has NOAA Awarded?

The SBEM procurement builds on earlier awards under NOAA’s ProTech 2.0 contracting framework, a suite of multiple-award IDIQ vehicles covering satellite, oceans, fisheries and weather services with an overall ceiling of $8 billion.

In 2025, NOAA awarded 20 companies positions on the ProTech 2.0 Weather Domain contract to provide professional, scientific and technical services supporting the National Weather Service and other agency offices.

The agency also selected 18 companies for the ProTech 2.0 Oceans Domain contract in 2024 to support ocean science and coastal monitoring.

That same year, NOAA named 21 vendors to support research, data analysis and consulting services related to marine resources under the ProTech 2.0 Fisheries Domain contract.

Earlier, in 2023, NOAA awarded 15 companies positions on the ProTech 2.0 Satellite Domain contract to support satellite-related technical and scientific services.
