The General Services Administration has issued the initial list of 55 apparently successful offerors on the women-owned small business, or WOSB, pool of the Polaris governmentwide acquisition contract, or GWAC, for IT products and services.

In a preaward notice published Monday on SAM.gov, GSA said it will only consider protests challenging the size and status of the listed offerors at this time and will refer them to the Small Business Administration.

What Is Polaris GWAC?

Polaris GWAC seeks to provide federal agencies with a platform to acquire artificial intelligence, robotic process automation, Information and communications technology, IT security, software development, systems design, blockchain and other emerging technologies and IT services from vetted small businesses to meet their tech requirements.

The contract has four set-aside pools: small business; WOSB; Historically Underutilized Business Zone, or HUBZone; and service-disabled veteran-owned small business, or SDVOSB.

With Polaris, GSA intends to broaden the industry partner base, simplify proposal submission requirements, provide greater access to emerging technologies and improve the customer experience.

RFP for Polaris IT GWAC WOSB Pool

In March 2022, GSA initially released RFPs for the Polaris small business and WOSB pools but later paused the solicitations to conduct a review after receiving feedback on how joint ventures would be evaluated under the contract.

Three months later, the agency reissued the solicitation for the Polaris small business pool after incorporating changes to submission requirements for relevant experience involving joint ventures and mentor-protege arrangements.

In September 2022, GSA reissued the solicitation for the WOSB track of the Polaris contract.

What Are the Previous Polaris IT GWAC Awards?

In December 2024, GSA awarded 102 vendors positions on the Polaris contract’s small business pool.

In August 2025, the agency released the initial lists of apparently successful bidders for the contract vehicle’s SDVOSB and HUBZone pools, which had been solicited in September 2022.

In November, GSA announced 23 successful offerors for the SDVOSB pool and 30 awardees for the HUBZone track
