CGI Federal has secured a $26.9 million delivery order from the Department of Veterans Affairs to provide support for its Financial Management Business Transformation, or FMBT, program.

What Is the Scope of the Financial Management Business Transformation Delivery Order?
According to a notice posted on the Federal Procurement Data System, the Fairfax, Virginia-based company will support the migration of VA’s existing financial management environment to its Integrated Financial and Acquisition Management System, or iFAMS.
A request for information notice released in June 2025 stated that the contractor will use the commercial off-the-shelf, or COTS, Momentum Enterprise Suite to support the phased migration.
What Are the Delivery Order Details?
Work under the delivery order, awarded on Jan. 28, is scheduled to begin on Feb. 2, with an initial completion date of Feb. 1, 2027. VA’s Technology Acquisition Center in New Jersey, which manages the award, will obligate the full amount of $26.9 million at the time of award, covering the base period and options exercised to date. If all options are exercised, the total potential value rises to $175.5 million, and the expected final completion date is Jan. 1, 2029.
What Is FMBT Program?
The Financial Management Business Transformation program aims to modernize VA’s financial and acquisition management through iFAMS, a VA-configured Momentum system hosted in the VA Azure cloud. The effort implements a modern enterprise resource planning, or ERP, to enhance efficiency, compliance,and service delivery while meeting federal financial management requirements.
