Parsons has appointed John Martinez as its next chief legal officer, effective Feb. 16. Martinez succeeds Mike Kolloway, who has served as the company’s CLO since 2017, Parsons said Thursday.

Who Is John Martinez?
Martinez brings to the role over 25 years of legal and leadership experience.
Before joining Parsons, he served as CLO and corporate secretary at Maximus, a role he has held since 2023.
Prior to Maximus, the executive led as vice president and general counsel for GE Aerospace.
He also held the VP and general counsel at Raytheon. Earlier in his career, he was with the intelligence community, serving as deputy general counsel for the Office of the Director of National Intelligence, chief of the Director’s Review Group, chief of the Legal Task Force and litigation and operations lawyer, according to his LinkedIn.
He began his legal career as an assistant district attorney for the Manhattan District Attorney’s Office.
Who Is Mike Kolloway?
Kolloway joined Parsons in 2016 as vice president and deputy general counsel for the company’s Americas operations. Throughout his time at the company, he contributed to Parsons’ growth and transformation, including its initial public offering.
“A strategic advisor, legal expert, and strategic business partner, Mike’s counsel has shaped who we are and how we operate,” Smith shared. “His leadership has underpinned our program execution, business growth, global legal operations, and our commitment to ethics, and his impact will continue to play a central role in our success for decades to come.”
Kolloway also served as assistant general counsel for operations and risk management at AECOM for over 15 years.
He will continue to serve Parsons as an adviser until his retirement in the second quarter of 2026.
