Navy Selects 10 Companies for $15B Guam Construction Contract

Naval Facilities Engineering Systems Command Pacific has awarded a combined $15 billion indefinite-delivery/indefinite-quantity, multiple-award construction contract to 10 companies for projects in Guam and across its Pacific area of responsibility.

Awardees and Contract Scope

The companies selected for the contract are:

  • Conti Federal Services
  • Core Tech-HDCC-Kajima JV
  • ECC Expeditionary Constructors
  • Gilbane Federal JV
  • Granite-Obayashi 3 JV
  • Hensel Phelps Construction
  • Nan
  • SLSCO

The contract carries a maximum term of 96 months, with an expected completion date of September 2033, the Department of Defense said Wednesday. The awardees will compete for task orders supporting construction initiatives in Guam and other NAVFAC Pacific jurisdictions.

Initial Task Order Award

SLSCO received the first task order under the contract, valued at $41.8 million, to construct a low-rise school age center facility at Andersen Air Force Base in Guam. The project is expected to be completed by August 2028.

Funding Details

The Navy obligated $41.8 million in fiscal 2025 military construction funds for the SLSCO task order, while $225,000 in minimum guarantees were obligated to the other nine awardees. All obligated funds will remain available beyond the current fiscal year.

The acquisition was competitively procured through the SAM.gov portal, where NAVFAC received 13 proposals.
