Ukraine’s FMS Package
Ukraine requested up to 3,350 Extended Range Attack Munition missiles and 3,350 Embedded GPS/Inertial Navigation Systems with a selective availability anti-spoofing module, Y-Code or M-Code. The package also includes missile containers, stoker pylons, component parts and support equipment; spare parts, consumables and accessories; repair and return support; weapons software and support equipment; mission planning system hardware; classified software delivery and support; classified and unclassified publications and technical documentation; personnel training and training equipment; transportation support; studies and surveys; and U.S. government and contractor engineering, technical and logistics support services.
The State Department said the proposed sale supports U.S. foreign policy and national security objectives by strengthening the defense capabilities of Ukraine, a U.S. ally that contributes to political stability and economic progress in Europe, the DSCA said, adding that the equipment will not alter the basic military balance in the region.
Ukraine will use funding from Denmark, the Netherlands and Norway, along with U.S. Foreign Military Financing, for this purchase. The ERAM effort is described as an example of cooperation with NATO allies to deliver a capable and scalable system on a fast timeline.
The FMS value reflects the highest estimated quantity and cost based on initial requirements; the final value will depend on quantities, budget authority and the terms of any signed sales agreements.
