Army Begins Market Research for ACCESS Acquisition Effort

The U.S. Army has started soliciting information from stakeholders to help inform its acquisition approach for the planned Army Contracting Command Enterprise for Sourcing Services procurement program, also known as ACCESS.

ACCESS will be the successor to the multiple-award Responsive Strategic Sourcing for Services indefinite-delivery/indefinite-quantity contract, according to a request for information published Wednesday.

The service branch considers the potential of combining the scope of ACCESS with ITES-4S, the follow-on to the Information Technology Enterprise Solution-3 Services contract, as part of efforts to develop a comprehensive marketplace for knowledge-based staff augmentation and professional services, improve flexibility and support federal government missions.

RS3 is a potential $37.4B contract covering knowledge-based professional engineering support services to command, control, communications, computers, intelligence, surveillance and reconnaissance programs.

ITES-3 Services is a potential nine-year, $12.1 billion contract vehicle for cybersecurity, business process reengineering, network and systems operation and maintenance and IT supply chain management support.

According to the RFI, the proposed ACCESS contract would expand the scope of the RS3 vehicle to cover engineering; research, development, test and evaluation; logistics; acquisition and strategic planning; education and training; medical-based logistical services; and IT services.

Interested stakeholders can share their insights on the possible merger of ACCESS and ITES-4S to form one multiple-award IDIQ contract, plan to separate the awards into pools or suites and metrics that could be used for integrating off-ramp clauses in the planned contract vehicle.

Responses to the RFI are due May 3.
