Navy Expands Providers Under $2.1B Global Ship Husbanding Service Contract

The U.S. Navy has expanded the number of husbanding service providers under an existing 2020 global multiple award contract that covers a range of support for maritime forces participating in U.S. or ally exercises and missions.

The potential 10-year, $2.12 billion GMAC has task orders for communications, force protection, general charter and hire, land transportation, utilities and other husbanding, management and integration services needed in 30 geographic regions, including the UAE and Philippines, the Department of Defense said Monday.

The contractors will compete for awards over the remaining three years of the five-year base ordering period and potentially until October 2030, if all options are exercised. Work locations are yet to be specified given the unpredictability of the service requirements.

The 11 additional ship service providers are:

AlphaNav Tech from Ukraine
Ben Line Agencies and JT Square from Singapore
Centerra Group, KVG, Meridian Global Consulting, Relyant Global and TranLogistics from the U.S.
Insignia Shipping Services from the U.K.
International Maritime & Air Services from Spain
Macro Vantage Levant from the UAE

The firm-fixed price, indefinite-delivery/indefinite-quantity contract has an initial value of $1.06 billion.

The Navy will use its fiscal 2023 operation and maintenance funds to obligate $3,000 on each of the 11 contracts to cover the minimum amounts, with additional funding to be awarded at the task order level.
