State Department Seeks Proposals for $98M Administrative, Training Support IDIQ

The State Department has issued a request for proposals for a potential five-year, $98 million contract to provide administrative, operational and training support services for the Foreign Service Institute.

The Administrative and Training Program Support Services indefinite-delivery/indefinite-quantity contract also covers a range of program support and professional services in support of the training that FSI delivers, according to a solicitation published Thursday.

The contractor will also provide cleared and uncleared personnel to support the institute’s evolving training goals.

FSI offers more than 800 courses, including about 70 foreign languages, to over 225,000 enrollees each year to support the development of employees that play a key role in maintaining U.S. leadership in world affairs and helping defend and advance U.S. interests. The institute’s programs include training for the professional development of Foreign Service consular, administrative, public diplomacy and political and commercial officers, among others.

FSI consists of several components, including the Office of the Director, the School of Language Studies and the School of Applied Information Technology.

The IDIQ contract has a base period of one year and four option years and is a total set-aside program for 8(a)-certified small businesses.

The department will accept questions related to the solicitation through May 20.

Responses to the RFP are due June 6.
