The Department of Homeland Security’s Immigrations and Customs Enforcement plans to award three separate contracts for services in support of the development of a platform that will help the Homeland Security Investigations unit probe transnational crimes and threats.
ICE said in a beta SAM notice posted April 14 the Repository for Analytics in a Virtualized Environment platform will be used for information collection, ingestion and transformation; intelligent analysis; knowledge collaboration and sharing; and data visualization and reporting.
The RAVEn program will require data analytics, user interface, or user experience, and DevSecOps support services.
Each contract will have a minimum value of $50 million and a ceiling of $100 million, and will be awarded under the General Services Administration’s Multiple Award Schedule IT 70 vehicle as a hybrid firm-fixed-price or time-and-material contract.
DHS will name three prime contractors that will be allowed to join a second or third task order as subcontractors.
As part of the program’s market research phase, the agency will hold an industry day on April 28 to introduce the RAVEn platform and solicit industry feedback. Registrations will close on April 27.
DHS estimates to release a solicitation for the first contract on May 13, with a contract award expected on July 30. The remaining two solicitations will be posted in June and awards will be made in August.
