Air Force Issues Draft Solicitation for Potential $499M C4ISR Prototype Development Program

The U.S. Air Force has released a draft solicitation for a program to develop, test, demonstrate, integrate and deliver prototypes in the areas of command, control, communications, computers, intelligence, surveillance and reconnaissance using Agile procurement methods.

A beta SAM notice posted Thursday says the Air Force Research Laboratory plans to award the Open Technology and Agility for Innovation program as an indefinite-delivery/indefinite-quantity-type other transaction agreement for prototype projects with a ceiling value of approximately $499M, project ordering period of five years and project performance of up to two years.

According to the draft statement of work, technical requirements under the OTAFI initiative include Agile engineering, development and transition of C4ISR prototype systems, C4ISR capability performance analysis, capability ecosystems and information systems security and information systems supportability.

The OTAFI program also includes planning and conducting “PlugFest” events or industry best practices to validate and verify system interoperability within a specific enterprise. Under these events, participating companies “plug” their proposed platform into a standards-based technology “stack” and demonstrate their capabilities.

AFRL plans to award multiple project-level orders on a firm-fixed-price bases under the OTP, which will serve a tool to help the Department of Defense achieve military integration that is vital to reducing the cost of defense information systems.

Comments on the presolicitation are due Dec. 18.
