NOAA Awards 3 Spots on $250M NGS Shoreline Mapping Support IDIQ

The National Oceanic and Atmospheric Administration has selected three companies for a potential $250 million contract to provide shoreline mapping services for the National Geodetic Survey, or NGS, within NOAA’s National Ocean Service.

According to notices published Thursday on SAM.gov, Dewberry Engineers, NV5 Geospatial and Woolpert are the awardees on the multiple-award, indefinite-delivery/indefinite-quantity contract.

Under the IDIQ contract, the vendors will perform multiple geospatial tasks and provide related products and services to support NGS’ Coastal Mapping Program and NOAA’s creation and maintenance of nautical charts.

NGS Shoreline Mapping Services Contract Scope

According to the contract’s statement of work, tasks include collecting geospatial products and services from ground, aircraft, boat and/or satellite-based sensors with positioning and orientation parameters; conducting ground geodetic surveys using conventional or precise Global Navigation Satellite System methods; installing tide gauges and tidal benchmarks and making tidal and leveling observations; performing Aero Triangulation; conducting digital map compilation with attribution; and producing orthophotos.

The contract requires firms to have end-to-end capability to provide several services, including topographic/bathymetric LiDAR; aerial imagery; ground control surveys; tide/water level monitoring; geographic cell shoreline cleanup, editing, attribution and compilation; Continually Updated Shoreline Product; and Gravity for the Redefinition of the American Vertical Datum, or GRAV-D.

The IDIQ contract’s general requirements include pilot projects; task order management and information system; quality controls; kickoff meetings; quality assurance; IT security requirements; records and metadata; and information systems.
