Serco Group’s U.S. arm has promoted Kim Joiner, most recently senior adviser to the chief technology officer, to the position of vice president of government relations.

Her efforts to enhance our presence on Capitol Hill and within various Departments and Agencies make her a powerful champion for Serco both inside and outside the Beltway,” Tom Watson, CEO of Serco Inc., said in a statement published Monday.
“Kim’s work will further connect the impact of our capabilities and solutions with citizens in the communities we serve,” the two-time Wash100 awardee added.
In this capacity, Joiner will help the company facilitate stakeholder engagement, track defense policy and regulatory changes, and work closely with government officials and congressional leaders. She will also oversee Serco’s Political Action Committee, helping drive political engagement strategies and ensure legal compliance.
“I am eager to take up the mantle of advancing Serco’s mission on the Hill and build on the foundation of our high-level relationships with our federal partners,” said Joiner.
Kim Joiner’s Career Highlights
Joiner has over 30 years of experience working in Congress, the Department of Defense, and the federal government contracting sector.
As senior adviser to the CTO, she helped align Serco’s business strategies, capabilities and processes to support project objectives and missions in the defense and federal civilian industry.
According to her LinkedIn profile, Joiner was VP of strategic partnerships at software engineering firm TeamWorx Security before joining Serco.
She spent four years within DOD, where she served as deputy assistant secretary for military community and family policy and deputy assistant to the secretary of defense for public affairs strategy.
Her industry career included time holding business development and program management roles at FLIR Systems, Truestone and General Atomics.
The Georgetown College graduate served as director of immigration, transportation and border security legislative affairs within the Department of Homeland Security.
Earlier in her career, Joiner worked in Congress as an administrative director for Sen. Jim Bunning.
