DHS to Recompete Enterprise Vetting Management System Contract

The Department of Homeland Security Headquarters and Components plan to launch a recompetition for the enterprise Vetting Management System, or eVMS, contract valued at an estimated $100 million.

Enterprise Vetting Management System Contract Scope

According to the notice posted on the Acquisition Planning Forecast System Friday the DHS is seeking potential contractors to develop and operate a new department-wide identity registration system. The new eVMS, a project under the Office of the Chief Security Officer, or OCSO, is intended to modernize the approach to managing identity registration, including case management, vetting management and contract personnel management.

The OCSO aims to acquire and deploy a system featuring a modular architecture with individual components that can be separated or upgraded without affecting the whole system. It should also have open standards and interfaces for interoperability and configurability to update application content and configuration without a full software release. Furthermore, the new system should be a commercial-off-the-shelf or low-code application platform that can be expanded, customized, integrated and operated by a third-party or the government.

Interested vendors should have the subject matter expertise and capability to provide the technical services necessary for the initial integration and configuration of the new system. OCSO also expects the potential contractor to be capable of services associated with operations and maintenance and integration with DHS Headquarters and DHS Component applications and applications outside of the DHS.

The contract is expected to be awarded in the fourth quarter of fiscal year 2025, while the completion date is set for Sept. 14, 2035. The Centech Group is the incumbent contractor.
