He previously served as assistant secretary for manpower and reserve affairs at the U.S. Air Force and as principal deputy assistant secretary for acquisition, logistics and technology at the Army.
His career also includes experience as a private-practice lawyer and an adjunct professor at Georgetown University School of Public Policy.
