The U.S. Department of Agriculture has awarded 25 companies positions on a potential five-year, $1 billion blanket purchase agreement to provide cybersecurity support services for USDA’s Cybersecurity and Privacy Operations Center, or CPOC.

What Is the Scope of the USDA BPA?
According to ASSYST, warranted USDA contracting officers will issue call orders for cybersecurity services supporting the department’s eight mission areas, 29 staff offices and CPOC, which operates within the Office of the Chief Information Officer. The company said ordering contracting officers will determine order types at the call-order level under the General Services Administration’s Multiple Award Schedule special item number for highly adaptive cybersecurity services.
The agreement organizes its requirements into three functional areas:
- Functional Area 1 addresses cybersecurity needs at the mission area level, including Risk Management Framework activities, security engineering built into the software development life cycle, cyber defense, security operations, call-order management and general operational assistance.
- Functional Area 2 focuses on independent evaluations of security controls, from planning each assessment to documenting findings and reporting results.
- Functional Area 3 supports CPOC’s departmentwide operations, covering enterprise cybersecurity engineering and operations, privacy operations, security management, identity, credential and access management, and cyber supply chain risk management.
What Other Cybersecurity & IT Contracts Has USDA Awarded?
The latest USDA award adds to the department’s earlier investments in cybersecurity support services. In June 2023, Alpha Omega and teaming partner Dynamo Technologies received a five-year, $70 million contract to provide cybersecurity operations support to the Information Security Center, which later became the CPOC. Under that contract, the companies support the center’s privacy, security controls, policy, metrics, risk management framework, program management and information system security officer functions. In June 2025, Easy Dynamics won a $50 million USDA contract recompete to continue its identity, credential and access management and cloud services work.
In May, the USDA Office of Inspector General released an audit of the department’s AI governance and cybersecurity practices.
USDA has also awarded contracts to modernize its program delivery. Alpha Omega secured a contract to support USDA’s Crop Insurance Program in September 2024. In April, the department signed a $300 million BPA with Palantir Technologies to support the National Farm Security Action Plan and improve service delivery to farmers. In June, USDA established a five-year BPA with Allocore and issued an initial task order to modernize designated loan and grant programs using the Allocore One platform.
