  • Kang will oversee the sector’s business development and proposals functions
  • She previously spent more than five years at Seneca Holdings

Tina Kang, a former Seneca Holdings executive, has joined PCI Federal‘s Technology & Mission Solutions Sector, or TMS, as vice president of growth.

What Will Kang Oversee at PCI TMS?

In a LinkedIn post published Friday, PCI TMS said Kang will lead its growth organization, which handles business development and proposals.

She will support the sector’s efforts to broaden its capabilities, identify new opportunities and build on its partnerships with federal customers.

Who Is Tina Kang?

Kang is a federal contracting executive with about 20 years of experience across the civilian, defense and health markets, according to her LinkedIn profile. Her background includes business development, competitive capture, strategic partnerships and program delivery.

Before joining PCI TMS, she served as senior VP of business development at Seneca Holdings, where she oversaw federal growth strategy and large pursuits.

Kang also served as senior director of federal civilian business at Brillient and as a director at Akira Technologies. Earlier, she spent more than 12 years as a director at Maximus Federal Services.

What Is PCI TMS?

PCI TMS is a Reston, Virginia-based sector of PCI Federal, a tribal federal contracting enterprise owned by the Poarch Band of Creek Indians. The sector combines PCI Government Services, PCI Professional Services, SuprTEK, H2PCI and PCI Technology into a single organization focused on technology, professional services and mission support.

Kang’s appointment adds to a string of leadership hires at PCI Federal. In July, the company appointed Todd Hughes, a former Scientific Systems chief innovation officer, as VP of AI strategy and solutions to lead its AI practice and expand its advanced technology group within TMS. In September, PCI Federal named Neil Kronimus, a former Maximus executive, VP of IT to oversee IT strategy, infrastructure and cybersecurity compliance across its subsidiaries.

In October, PCI Federal launched an Innovation Lab within TMS to apply artificial intelligence, cybersecurity, data, engineering and other emerging technologies to federal missions. The lab is developing Advanced Insights, a common foundation that connects data readiness, secure deployment in accredited environments and decision-making workflows.

In June, PCI Government Services and PCI Professional Services attained Capability Maturity Model Integration Level 3 appraisals for development and services. The two operating companies have also earned multiple International Organization for Standardization certifications covering IT service delivery and information security.

How Is PCI TMS Leadership Approaching AI?

Nick Dunn, CEO of PCI TMS, proposed a “Time-to-Control” metric in September to measure how quickly agencies can put a validated control in place after identifying a credible fraud pattern. He recommended that agencies use AI in controlled environments to test how a program’s rules and workflows could be exploited before launch.

In a recent Executive Spotlight interview, Dunn discussed why AI requires a different governance approach than earlier technology shifts such as cloud and mobile. He said the role of humans should move from operating AI systems to governing them, and he identified gaps in data, governance and leadership readiness as areas where PCI is focusing its work.
