The Department of State announced that it will work to align its IT governance with bureau missions via the IT Executive Council (ITEC), FedScoop reported Friday. The ITEC was created in April 2019.
“The goal of that is to bring together all of the collective requirements of the department, so we understand what needs to be done out there,” said State Department CIO Stuart McGuigan. “And then feed that back to our chief architect, our [chief information security officer].”
The methodology McGuigan has described will enable the Department of State to identify a commonality of needs. The ITEC has developed working groups in architecture, workforce, field first, cybersecurity, mobility and collaboration.
The State Department’s bureaus will be expected to participate in an enterprise capability, such as cloud service, or create a new technical capability to share with ITEC, McGuigan added.
Bureaus have an “obligation” to make faster, better, more cost-effective capabilities available to the rest of the department, McGuigan said. “The only option that’s not encouraged, that’s not allowed is to go silent, to go dark because you don’t want to engage.”
