Space Systems Command has issued a request for proposals for the Hybrid Architecture and Development for Experimental Systems, or HADES, contract, a satellite ground system support vehicle carrying a $300 million ceiling. The command posted the solicitation Wednesday on SAM.gov.
SSC anticipates a single award. The indefinite-delivery/indefinite-quantity contract runs a three-year base with four one-year options. Proposals are due Sept. 17 and must go through the Procurement Integrated Enterprise Environment.
What Work Does HADES Cover?
The contract supports engineering, development, integration and sustainment for satellite ground systems and satellite operations centers, both prototype and operational. Work centers on the Research, Development, Test and Evaluation Support Complex at Kirtland Air Force Base in Albuquerque, New Mexico.
SSC’s Innovation and Prototyping Delta is executing the program. HADES follows the Engineering, Development, Integration and Sustainment Services contract.
How Is the Contract Structured?
Task orders will be cost-plus-award-fee or firm-fixed-price. The ordering period opens Feb. 10, 2027, and closes Feb. 9, 2034.
Individual orders carry limits. SSC set a $10,000 minimum order and capped single-item orders at $50 million, with combined-item orders capped at $100 million. The contract guarantees a $3 million minimum.
Line items span mission support, materials, travel, special studies and concept exploration, other direct costs, and a firm-fixed-price transition period.
SSC previewed the program in December 2024 and released a draft RFP in January, accepting industry comment through March 20. The command sought feedback on unlimited government data rights, the performance work statement structure, the award fee plan and the completeness of the draft package.
At that stage, SSC expected to issue between four and six task orders under the vehicle.
