Army Awards Pegasystems $419M Enterprise Software Contract

  • The 10-year IDIQ covers Pega software subscriptions, Tier-3 support and professional services
  • Army Contracting Command-Rock Island made the sole-source award on behalf of CPE ES2
  • The award follows a $500M Army enterprise agreement with Appian in January

The U.S. Army has awarded Pegasystems a potential 10-year, $419 million contract to provide Department of War organizations enterprise-wide access to Pega software, premium technical support and professional services. The DOW announced the firm-fixed-price, indefinite-delivery/indefinite-quantity, or IDIQ, award to the Waltham, Massachusetts-based company Thursday.

What Does the Pegasystems Enterprise Contract Cover?

Orders placed under the IDIQ can cover subscriptions to Pega’s commercial software, including the Pega Government Platform. Orders can also cover direct Tier-3 premium support from the original equipment manufacturer and specialized professional services structured around outcomes. Performance locations and funding will be set as each order is issued, and the DOW expects work to wrap up by Oct. 28, 2036. SAM.gov listed the requirement under a product service code for business application software delivered as a service. The notice also classified the work under the software publishers’ industry code, which carries a $47 million small business size standard.

Why Did the Army Award the Pega Contract on a Sole-Source Basis?

Army Contracting Command-Rock Island in Illinois, the contracting activity, previewed the noncompetitive approach in an Aug. 6 SAM.gov notice. The command cited a Federal Acquisition Regulation exception that permits sole-source buys when just one responsible source can satisfy an agency’s needs. It said it would purchase directly from Pegasystems as the OEM. According to the DOW, the Army sought and received a single bid for contract W519TC-27-D-A019.

Which Army Office Requested the Pega Enterprise Contract?

The Rock Island command handled the procurement for Capability Program Executive Enterprise Software and Services, or CPE ES2, at Fort Belvoir, Virginia. The notice described the contract as a department-wide licensing vehicle that will support Army work in case management, low-code application building, enterprise business process management and acquisition modernization.

The Army redesignated Program Executive Office Enterprise as CPE ES2 in February, and acting Capability Program Executive Miranda Coleman listed fielding no-code and low-code tools among the organization’s fiscal 2026 priorities. CPE ES2 is among 13 newly designated Army capability program executives.

How Does the Award Fit the Army’s Enterprise Software Push?

The Pega contract follows a January enterprise agreement under which the Army may buy up to $500 million in Appian platform licenses, support and cloud services over 10 years. Enterprise contracts let the service acquire technology through a single agreement with negotiated pricing and terms, and the Army has said a coming phase could fold hundreds more deals, particularly for software, into that model. In July, Army Contracting Command Executive Director Danielle Moyer said the service often buys the same commercial software through dozens or even hundreds of separate contracts. In August, Army Secretary Dan Driscoll issued a memo directing the service to favor commercial software over custom code, permitting bespoke development only when no commercial product can address a significant share of operational requirements.
