OMNI Federal has won a potential $427 million contract from the Defense Counterintelligence and Security Agency to provide cloud and DevSecOps capabilities for the National Background Investigation Services.
DCSA announced the contract award in a notice published Thursday on SAM.gov.
In 2024, the General Services Administration conducted market research to explore industry capabilities on behalf of the Office of the Secretary of Defense.
GSA said a managed services provider, or MSP, should provide cloud and DevSecOps services to support NBIS and its modernization effort.
NBIS is the federal government’s one-stop-shop IT system for initiation, background investigation applications, adjudication and continuous personnel vetting.
According to the request for information, the MSP should help deploy and maintain a secure cloud environment in AWS GovCloud; develop and support DevSecOps tools and CI/CD pipelines; and onboard and support users while ensuring compliance with security standards and the Department of Defense’s regulations.
NBIS Cloud & DevSecOps Requirement
According to the draft performance work statement, the selected vendor will provide secure cloud landing zone deployment and sustainment; DevSecOps capability development and sustainment; onboarding, support and compliance; software procurement; and software integration services.
For the initial mandatory requirement, the contractor should deploy, operate and maintain the authorization to operate for common shared services required for a secure cloud landing zone for NBIS applications in AWS GovCloud at DOD Information Impact Level 4. The vendor should also use Agile methodologies, maintain a defined backlog and participate in sprint review and planning.
