Navy Issues Draft $322M PACRM II RFP for Aviation Training Support

The U.S. Navy has released a draft solicitation for a potential nine-year, $321.7 million multiple-award contract to identify contractors that could support the revision and sustainment of pilot and aircrew training curriculum across Navy and Marine Corps aviation programs.

The effort, known as Pilot and Aircrew Curriculum Revision and Maintenance II, would be administered by the Naval Air Warfare Center Training Systems Division and structured as an indefinite-delivery/indefinite-quantity vehicle, according to the notice recently posted on SAM.gov. Interested contractors have until April 1, 2026, to respond to the presolicitation.

What Capabilities Would PACRM II Support?

According to the draft request for proposals, PACRM II is designed to maintain the accuracy and operational relevance of aviation training content used by Navy and Marine Corps training commands.

Besides curriculum revision and sustainment, selected contractors will provide support for classrooms, networked training environments and associated systems. Task orders may also support foreign military sales training requirements.

Ordering will begin June 1, 2026, with a five-year base period and up to four one-year option periods, potentially extending the contract duration through May 2035. Individual task orders may have periods of performance of up to 60 months and could extend beyond the ordering window.

Where Will PACRM II Work Be Performed?

The draft solicitation specifies that task order performance will primarily occur at Navy, Marine Corps and Air Force training facilities.

Identified locations include Naval Station Norfolk, Naval Air Station Oceana, Naval Air Station North Island, Naval Station Mayport, Naval Air Station Jacksonville, Marine Corps Air Station Cherry Point, Marine Corps Air Station New River, Marine Corps Air Station Camp Pendleton, Marine Corps Air Station Beaufort, Marine Corps Air Station Miramar, Naval Air Station Whidbey Island, Naval Air Station Lemoore, Tinker Air Force Base and Naval Air Station Pensacola.

Most task orders are expected to require secret-level performance, with some potentially involving top secret work.

Offerors must hold a secret facility clearance or a higher clearance level at the time of award. The Navy notes that higher-level clearances may be sponsored for specific task orders, but sponsorship is not guaranteed.

PACRM II is the follow-on vehicle to the Navy’s original PACRM multiple-award contract awarded in 2021, with spots secured by A. Harold and Associates, BGI, Carley and Crew Training International. Work under the previous contract, set aside for small businesses, will conclude in April.

According to the solicitation, PACRM II’s approach enables streamlined, rapid-response procurements to address the long-term requirements of Naval and Marine Corps training commands and other federal training support activities.
