NASA Solicits Offers for $719M OMES III Engineering Support Services IDIQ

NASA has issued a final request for proposals for a potential five-year, $719 million contract to provide multidiscipline engineering support services for the engineering and technology directorate at the agency’s Goddard Space Flight Center in Greenbelt, Maryland.

Omnibus Multidiscipline Engineering Services III is a cost-plus-fixed-fee IDIQ contract meant to support work related to the Joint Polar Satellite System, NASA’s Exploration and In-space Services projects division and ETD’s five engineering divisions, according to a solicitation notice published Friday.

In January, NASA sought public comments on a draft RFP for the third iteration of the OMES contract.

NASA will launch a full and open competition for the OMES III contract and expects to award the contract on April 14, 2023.

The IDIQ contract’s scope of work includes design, study, systems engineering, fabrication, integration, verification, testing and operations of airborne, spaceflight and ground system software and hardware, including the development and validation of new technology platforms for future science and space missions.

Services to be provided under the IDIQ contract are classified into five function areas: technology development services; pre-formulation and formulation services; implementation phase services; operational phase services; and infrastructure services, according to the statement of work.

Proposals are due May 31.
